i first heard it on Americas Next Top Model, the models had to identify their least favourite attribute/feature and one of the black girls said she was teased about her lips and people would call them "soup coolers"; i assumed it only applied to pouty or full lips but i have since seen lips in general referred to as "soup coolers"
